What is it?

The Rural Relief Locum Program provides short-term locum relief to general practitioners / family practitioners who are currently working in a rural community in Saskatchewan with fewer than five practising physicians.

Requests can be made for periods of four to 14 days, to a maximum of 30 days per year. The SMA contracts with physicians who are available to travel throughout rural Saskatchewan and replace local physicians on a temporary basis.

Host physicians pay a subsidized rate for each day of locum coverage, as well as an on-call retainer, and arrange accommodations for the visiting physician.

Who is eligible?

General practitioners/family practitioners who are working in a rural community with fewer than five practising physicians.

A physician may request the services of an SMA locum to attend a continuing medical education program, take a vacation, or ensure medical coverage to the community while attending to personal / family matters.

How do I apply?

The SMA will contact you (approximately one month in advance) through the portal to let you know if a locum physician is available to fill your request.

What is it?

Every year, this program provides funding for two practising rural or regional physicians and for two second-year family medicine residents to complete a third year of training in a supernumerary position, to enhance their skills in obstetrics, anaesthesia, general surgery, psychiatry, internal medicine, or geriatrics at the University of Saskatchewan.

More information

Practising rural or regional physicians receive income replacement funding, prorated to the program length, totaling up to $110,000 per year in equal monthly installments (beginning the month they begin their program). Third-year family medicine residents in supernumerary positions receive a stipend equal to that of a resident at Pay Level C in the College of Medicine grid.

Recipients must complete a return-of-service. This can be completed in a rural, northern, or regional community. Return-of-service may also be completed through the Rural Relief Program.

The Rural Physician Incentive Program (RPIP) has actively supported 115 Physicians providing rural and remote health services to communities since 2012. To continue to meet the needs of communities, the RPIP program is being enhanced effective April 1, 2023.

Program Overview

RPIP will continue to incentivize physicians to provide service to rural and remote communities. RPIP will now provide an incentive of up to $200,000 over five years to family physicians practicing, or returning to practice, in rural and remote communities in Saskatchewan. This program applies to physicians who:

  • have initiated rural or remote practice after April 1, 2018,
  • are currently practicing in eligible rural or remote communities, and
  • meet all eligibility requirements.

Payment of the incentive may be made to qualifying physicians at the end of each year of practice according to the following breakdown:

  • Year 1 – up to $15,000 after 12 months of practice
  • Year 2 – up to $15,000 after 24 months of practice
  • Year 3 – up to $20,000 after 36 months of practice
  • Year 4 – up to $75,000 after 48 months of practice
  • Year 5 – up to $75,000 after 60 months of practice

All physicians who initiated rural or remote practice after April 1, 2018 and now qualify for the program will start at program Year 1, this will ensure access to all 5 years of the new program. Retroactive payments will not be issued for service years.

Eligibility Criteria

Eligibility will be determined on an annual basis. Eligible physicians will receive their incentive once they have completed the given year of service.

To be eligible for the incentive, physician applicants must meet all the following criteria:

  • Be new to rural or remote practice in Saskatchewan, with a rural or remote practice start date of April 1, 2018 or later.  This may include family physicians who are/have:
    • New to practice
    • Moving from larger (ineligible) communities
    • Moving from other provinces and countries
    • Been assessed through the Saskatchewan International Physician Practice Assessment (SIPPA) program.
  • Hold an active license with the College of Physicians and Surgeons of Saskatchewan.
  • Have provided service during at least ten (10) of the previous twelve (12) months of each service year with a minimum of 100 days of service provided annually.
  • Must be practicing in eligible rural and remote communities in Saskatchewan.
  • Excluded from program eligibility are:
    • Regina, Saskatoon, and bedroom communities of: 
      • Balgonie, Emerald Park, Langham, Lumsden, Martensville, Pilot Butte, Warman and White City,
    • Communities with regional hospitals, as per the Facility Designation Regulations, which include:
      • Lloydminster, Moose Jaw, North Battleford, Prince Albert, Swift Current, and Yorkton,
    • Telemedicine/virtual care practices located outside of the eligible community (i.e. providing virtual care services from an ineligible community to a rural community).
    • Physicians who have previously received RPIP with a practice start date prior to April 1, 2018.

The enhanced RPIP program are effective April 1, 2023.  At that time, the previous RPIP program will cease, and physicians on the previous program will be bridged to the new program pending application.  Payments starting at Year 1 of the new RPIP program will be made throughout the 2023-24 fiscal year (April 1, 2023 to March 31, 2024).  The RPIP incentive is available once in the lifetime practice of a physician.

Please note all applicants must meet the above eligibility criteria in a given year to be considered for RPIP. Eligibility in a given year does not guarantee eligibility in any other year, nor does it guarantee that the program will not be subject to change prior to participants completing all years of service and receiving payment for any of those years under RPIP.

Application

Physicians are required to submit an application annually. This should be done at the beginning of each year of practice.

Adjudication

Adjudication of the program will be made by saskdocs under the following considerations:

  • The start date for the calculation of the incentive will be the date that the physician commenced their year of practice in an eligible community. Applications are adjudicated after 12 months of service are complete (adjusted for any approved leaves).
  • The eligibility date for each year of RPIP may be adjusted if the physician takes an approved leave from practice during the year (e.g. parental/health/training leaves). Other leaves resulting in a gap in practice would be adjudicated on an individual basis by saskdocs and the Ministry of Health.
  • The incentive may be pro-rated for practice that is less than full-time over the 12 month period. Physicians providing visiting or locum services will receive pro-rated payment based on time worked in an eligible rural or remote community as reported by the Saskatchewan Health Authority, Northern Medical Services and/or Saskatchewan Medical Association. (e.g. Physician works half time during their first 12 months of practice. The incentive would be $15,000 x 0.5 = $7,500 for that year.)
  • The full 12 months of each year of service must be completed to receive the RPIP retention incentive. No payments will be made if fewer than ten (10) of the twelve (12) months are considered complete.
  • Payments are made at the end of each completed year of service if all eligible criteria are met.

What is it?

This program reimburses physicians in rural or regional practice for the costs and foregone practice income associated with personalized educational instruction. 

The program covers costs for periods of one to six weeks in length. Physicians who receive support from the fund will be expected to provide one month of service in Saskatchewan for every week of funding.

Who is eligible?

Physicians in rural and regional practice who are upgrading their skills and knowledge in an area of their choice (e.g., anesthesia, obstetrics, surgery). Physicians must have 12 months of continuous licensure and have practised in Saskatchewan for at least 12 months before applying.

What is it?

This program reimburses physicians in rural and regional practice for tuition costs and a portion of the travel and accommodation expenses associated with ACLS, PALS, ATLS, NRP, ALSO, ALARM, and AIME.

The program will support physicians to certify or re-certify their skills in emergency care training and risk management. Online courses that do not include an in-person demonstration of the practical skills will be accepted up to December 31, 2021.

What is it?

This fund aims to foster rural physician engagement by providing reimbursement to rural and regional physicians for the cost of registration to attend the SRPC Rural and Remote Conference held annually in Canada. The fund will only cover the registration cost (member or non-member). SRPC members have a reduced registration rate, and it is encouraged that applicants become SPRC members. SRPC Rural and Remote Conference Fund does not reimburse travel-related costs.

ELIGIBILITY: Physicians must have licensure in the province of Saskatchewan and be practicing in rural or regional Saskatchewan at the time of the course. Physicians receiving monies from the fund will be expected to provide services in rural or regional Saskatchewan after the conference.

Itinerant physicians and physicians working for the SMA Rural Relief Program are eligible to apply to the fund.

Family Medicine Residents (FMRs) who have a return of service to work in rural/regional communities in Saskatchewan are eligible to apply for the fund.

Students – Saskatchewan Longitudinal Integrated Clerkship (SLIC) students are eligible to apply. Students presenting rural research and/or part of the Prince Albert rural/regional clerkship may also apply.

What is it?

This fund provides physicians in rural and regional practice support to develop/grow skills in winter driving. Applications will cover registration costs of one course for up to $500 which supports winter weather driving. This is a one time payment. This fund does not include travel and accommodation costs. Winter Driving Fund applications for reimbursement can be applied for no later than 6 months from the date of the course.

The Physician Health Program (PHP) assists physicians, medical learners, and their families who may be struggling with issues such as:

  • Mental health
  • Relationship issues (professional and personal)
  • Substance abuse/addiction

The services support SMA members who need assistance in responding to complaints, disciplinary proceedings, and audits by external organizations, and who need support to resolve issues (e.g., conflict) in the workplace.
